HUD Environmental Review and Assessment

Stokes Environmental Associates, Ltd. has prepared documentation to meet the US Department of Housing and Urban Development requirements for “Environmental Assessment and Compliance Findings for Related Laws,” which includes preparing HUD-4128 Forms, Statutory Checklist, HUD Field Notes Checklists, State Environmental Review Process (SERP), Virginia Department of Historic Resources (VDHR) archive search requests, State Historic Preservation Office (SHPO) project reviews, US Fish and Wildlife Service species database searches, and preparation of a Coastal Zone Management Act (CZMA) Consistency Determinations.

SEA obtained letters for VDHR pursuant to Section 106 of National Historic Preservation Act (NHPA), in accordance with the Secretary of the Interior’s Standards and Guidelines for Archaeological Documentation (48 FR 44734-44742) and SHPO’s Guidelines for Conducting Cultural Resource Survey in Virginia (rev. 2001). SEA performed the necessary reviews of applicability of Section 110(k) of the NHPA with respect to construction commencing prior to the request for HUD’s involvement.

SEA obtains all necessary supporting data, prepares a complete Environmental Review Record and/or Environmental Assessment Report, and provides the draft Finding of No Significant Impact (FONSI) for final approval by HUD, demonstrating the required compliance with the National Environmental Policy Act (NEPA).

Stokes Environmental performed HUD Environmental Reviews at over 300 sites for municipal agencies in Hampton Roads and numerous HUD-funded multi-family development sites for private developers. On average, we perform about two per month.

Our staff responsible for Environmental Reviews include four personnel with a cumulative 69 years of environmental experience. All are Environmental Professionals as defined by the U.S. Environmental Protection Agency. All projects are performed or supervised by staff member with 72 hours current HUD sponsored training, including 24 hours (3 days) of annual to bi-annual training updates.
