PROJECT DETAILS
- Project Name Eco-Asset Inventory, Valuation & Implementation
- Category Mitigation Banking
Summary
Challenge & Solution
In order to create value based on eco-assets, Stokes Environmental will (1) identify the existing assets on the site, (2) establish value for each asset, or (3) identify methods to sell or transfer the assets, and (4) complete the transfer and closing. Eco-assets include habitats, resources and species which may exist or be established on a parcel of land.
SEA will provide an inventory of all marketable eco-assets which may be protected, restored, or created at the site, to be sold, traded, or used as mitigation for wetland permits or other permits.
The value of each asset is determined based on comparable sales of similar eco-assets or cost to create the eco-asset. These comparable sales include mitigation banks, individual mitigation projects, in lieu fee programs, and conventional land sales. If comparable sales are not available, then value is estimated based on the cost to replicate the eco-asset. The value is adjusted based on estimated supply, demand, and estimated absorption rate.
After establishing the assets and values, the available mechanisms to sell eco-assets will be reviewed, including wetland mitigation banking, conservation tax credits, conservation reserve, nutrient credits, sale of transferrable development rights, and other mechanisms to create value at the site. SEA will perform all tasks from asset identification to valuation to contracting sale, and closing.
The eco-assets to be reviewed include, but are not limited to, the following:
Habitat conservation for Barking Tree Frog, Mabees Salamander, Canebrake Rattlesnake, & Small Whorled Pogonia, Least Trillium and Harpers fimbrystalis
Black Skimmer habitat creation and preservation (dredged sand island creation)
Red Cockaded Woodpecker habitat creation and preservation
