Stokes Environmental Associates, Ltd. (SEA) provided environmental research, studies, documentation, and permitting services for this multi-phased, mixed use commercial and residential project.
Stokes Environmental provided key environmental expertise throughout the project life from initial site feasibility evaluation through completion of environmental reviews and permitting. All required environmental permits and approvals were obtained, and the site commercial development has been constructed and fully leased.

- Wetland delineation to determine project feasibility within permitting guidelines.
- Obtain U.S. Army Corps of Engineers verification of the wetland delineation to define the regulatory limits of wetlands.
- Prepare a Watershed Management & Protection Impact Study to meet York County for projects in the city of Newport News Harwood Reservoir watershed.
- Act as agent for the processing of a Joint Permit Application (JPA) to obtain necessary permits from the Corps of Engineers and the Virginia Department of Environmental Quality (DEQ).
- Provide research and site evaluation on-site habitat for endangered species as a part of the wetland permitting process.
- Locate a wetland mitigation bank with service in the project’s Hydrologic Unit Code (HUC), and obtain a wetland credit availability letter from the bank.
- Conducted a Phase 1 Environmental Site Assessment (EA1) to satisfy requirements for funding the project.
