PERSONAL EXPERIENCE

Mr. Stokes has over 40 years of progressive responsible experience in the environmental field.  Before establishing Stokes Environmental Associates, he performed extensive environmental assessments in Virginia and New York City.  He became Chief of Water Quality for the NYC Department of Environmental Protection, and then established Stokes Environmental Associates in his hometown of Norfolk, Virginia.  Over a period of 29 years, his firm has completed 12,000 environmental projects.  Mr. Stokes has performed or supervised over a thousand environmental site assessments, as well as hundreds of underground storage tank closures and remediation projects, including dry cleaners, hazardous waste sites, landfills, and other contaminated sites.  He has obtained approvals in the Virginia Voluntary Remediation Program (VRP), prepared Spill Prevention Control and Countermeasures (SPCC) Plans, performed soil and groundwater assessments, as well as managing asbestos and lead-based paint.  Mr. Stokes performed or supervised over 1,400 wetland investigations, including hundreds of completed wetland permits.  He has established several wetland mitigation banks, and numerous mitigation sites.  He has prepared stormwater plans, assessed runoff characteristics, and determined appropriate best management practices, including Additionally, Mr. Stokes is a leader in development of environmental conservation easements, to enhance economic return from protected properties.  Mr. Stokes has been certified as environmental expert in the courts of Charlottesville, Chesapeake, Chesterfield County, Isle of Wight, James City County, Louisa County, Matthews County, Newport News, Roanoke, Smithfield, Stafford County, Suffolk, Virginia Beach, and Western District Federal Court in Danville, Virginia.  He is active in industry groups, such as the ASTM Committee for developing standard methods for environmental investigations, Virginia Association of Wetland Professionals, and public service organizations.
