SEA has performed HUD Environmental Reviews at over 300 sites for municipal agencies in Hampton Roads and numerous HUD-funded multi-family development sites for private developers. Our staff responsible for Environmental Reviews are Environmental Professionals as defined by the U.S. Environmental Protection Agency. All projects are performed or supervised by a staff member with 72 hours of current HUD-sponsored training, including 24 hours of annual to bi-annual training updates.
HUD Environmental Assessment and Compliance Documentation
Stokes Environmental Associates, Ltd. (SEA) prepares documentation to meet the US Department of Housing and Urban Development (HUD) requirements for “Environmental Assessment and Compliance Findings for Related Laws.” This includes preparing HUD-4128 Forms, Statutory Checklists, HUD Field Notes Checklists, State Environmental Review Process (SERP) documents, Virginia Department of Historic Resources (VDHR) archive search requests, State Historic Preservation Office (SHPO) project reviews, US Fish and Wildlife Service species database searches, and Coastal Zone Management Act (CZMA) Consistency Determinations.
Historic and Cultural Resource Reviews
SEA obtains letters for VDHR pursuant to Section 106 of the National Historic Preservation Act (NHPA), in accordance with the Secretary of the Interior’s Standards and Guidelines for Archaeological Documentation (48 FR 44734-44742) and SHPO’s Guidelines for Conducting Cultural Resource Surveys in Virginia (rev. 2001). SEA also performs the necessary reviews regarding the applicability of Section 110(k) of the NHPA, with respect to construction commencing prior to the request for HUD’s involvement.
Environmental Review and Compliance
SEA develops all necessary supporting data, prepares a complete Environmental Review Record and/or Environmental Assessment Report, and provides the draft Finding of No Significant Impact (FONSI), public notices, and other tasks needed for final approval by HUD. This process demonstrates the required compliance with the National Environmental Policy Act (NEPA).
National Environmental Policy Act (NEPA)
The National Environmental Policy Act of 1969 mandated assessment of specified developments. This was the governments first attempt to evaluate planned activities which may affect environmental quality. The assessments were initially required for all Federal projects, including those on Federal land, with Federal funding, or by a Federal agency. Under NEPA (1969) there are four basic steps in the environmental assessment process. Firstly, NEPA Pre-Assessments are used by governmental agencies to determine potential impact of a project. If a potential effect or disturbance of the natural environmental is expected, further environmental assessments may be provided in order to satisfy the review requirements of the jurisdictional agency reviewing the project approval.
